Trade Facilitation Measures:

 

            Central Excise Nagpur Commissionerate have taken a number of Trade Facilitation Measures (TFM) with the main object to facilitate the Trade and Industry, which are as under:-

 

       I.      Regional Advisory Committee (RAC)

 

      The committee consists of the representatives from the trade and industry and departmental officers to discuss problems and difficulties faced by the assessees

      The meeting of the committee is held quarterly.

      The next quarterly meeting is due in the month of December‘2003.

    II.      Public Grievances Redressal Committee (PRGC)

 

      This committee consists of the representatives from trade and industry and departmental officers, and examines grievances and complaints relating to delay, harassment, difficulties in getting timely and proper assistance from Central Excise staff.

 III.      Tax Clinic for SSI assesses

 

      This is an institutionalized mechanism to educate the small scale manufactures about their legal responsibilities and guiding them to handle their tax matters. This will also co-ordinate with SSI manufacturers association.

  IV.      Vigilance Alert System

     

      Popularly known as VAS, the Central Board of Excise and Customs have launched Vigilance Alert System to promote ethical and professional conduct in Public Service. VAS is an automated on-line web based Grievance Management Systems.

      It offers the trade and industry the opportunity to choose the level of officers to whom they desire to address their grievances.

     V.      Citizen Charter

     

      The charter elaborate the rights of the citizen while dealing with Customs and Central Excise department, thereby showing the commitment of the department to the values embossed in the charter.

      This is a bond of faith and Co-ordination between the public and the departmental officers.

  VI.      Tax Payers Assistance Unit

 

      This unit is functional at Headquarter and Division level.

      The tax payer / assessees can approach this unit at any time during office hours / days to seek guidance regarding tax liabilities and related matters.

VII.      Facilitation Centre

 

      Control Room at Room No. 1 of the Central Excise Headquarter building runs for 24 hours on all week days. Any submission viz dak, written grievances can be made here. Likewise desired information can be obtained from control room officer.

      The members of Trade and industry are advised to take advantage of foregoing facilities and avoid inconvenience.

 This Commissionerate has been attempting to increasingly facilitate the assessees by providing easily accessable information on Central Excise and Service Tax matters. We have now with the help oF NIC developed two new applications;
1) Know your Service Tax Tarriff, and
2) Know your Location Code

These are meant to help the assesse search and find information related to the two fields as discussed below. Both are being tested and are hence put up on the Departmental URL so that departmental officers can also test them and give their suggestions comments, which can help in further refinement.

1) KNOW YOUR SERVICE TAX TARIFF: Search of a service or a part name thereof will get a list of matching Services with their effective rate of tax, respective account head for tax and other receipts and date of introduction of service. The idea being that any citizen can know whether his service is covered by the Service Tax levy, and if so the current rate of the tax. Indicating the correct Account Head on the challan has been a problematic area for the assessee, and it leads to difficulty in revenue reconciliation. It is felt that this facility would go a long way in helping the Trade. The link will be placed on the Service Tax e-filing page.

2) KNOW YOUR LOCATION CODE: The location code plays an important role in monitoring, accounting and reconciliation of tax collections Commissionerate/Division/range wise. Now with e-registeration facility to be made available to applicants of Central Excise and Service Tax registeration, it will be necessary for them to know about their jurisdictional offices, and also to know their jurisdictional office codes, so that they can electronically forward their forms to the correct office. It is felt that this link will help the applicant know more about his jurisdictional without having to contact any departmental officer. The link will appear on the e-registeration page. This link will also help departmental officers search for location codes of other Central Excise formations.

 NEW SITE ON EXCISE TARIFF

 

    The Centre has hosted a new site, http://sermon.nic.in/public1.html, featuring webenabled central excise Tariff.

    Mr. R.K. Jain, Commissioner of Central Excise & Customs, Thiruvananthapuram, said here that clicking on the Web site will open up the screen, titled, "Query Based System for Central Excise Tariff", wherein any product description or CETH may be entred in the given boxes to ascertain the rate of duty. The system will not only give the Central Value Added TAx (CENVAT) rate, but also other duties such as Additional Excise Duty (AED), wherever applicable.

    The new site will help citizens and assesses in ascertaining the accurate classification of a particular commodity and likely duty leviable thereon, Mr. Jain added.
